The Future of Jenks: A Critical Look at Jenks Mayor Cory Box Lack of Progress At The Simon Outlet Mall Land

The community faces a pivotal moment concerning its economic future. Jenks Mayor Cory Box, who took office in 2017 is struggling to land deals at the Tulsa Premium Outlet Mall area, referred to as The City of Jenks Proposed Increment District “A” or the Retail Outlet Project. With over $100 million in taxpayer investments spent to bring Simon to Jenks at risk and important decisions on the horizon, it is essential to evaluate the current state and future potential of this critical project.

The Build-Up: When Promises Were Made


In 2017, hope surged among residents regarding the Simon Outlet Mall, promising new shopping opportunities and economic growth. The city held a groundbreaking ceremony in early 2020, igniting excitement. But almost immediately, the pandemic halted construction and put plans on indefinite pause just as the community was gearing up for change.


Since then, many have questioned Mayor Box's dedication to fulfilling this vision. The investment through Tax Increment District “A” was supposed to turn Jenks into a retail hub, yet as of 2025, the future remains uncertain. A recent online survey by The Ten District showed that most local residents feel the delay has affected their trust in city leadership. Additionally, Mayor Box announced that venues like the sushi restaurant In the Raw and Camp Pickle, a new pickleball and entertainment concept modeled after a 1940s summer camp, were coming soon to Jenks on taxpayer-funded land next to the mall. However, a year later, these projects have not begun construction and do not seem to be forthcoming, which undermines the Mayor's credibility.

The Impact of the Pandemic on Development


The pandemic shifted consumer behavior dramatically, prioritizing experiences over traditional retail. According to recent studies, 54% of consumers now prefer shopping experiences that combine retail with dining or entertainment options. Without a clear strategy to adapt, Jenks risks falling behind in a competitive market by investing so heavy into the Outlet Mall.


For Jenks to prosper, the emphasis needs to move from just building structures to developing an appealing atmosphere. A thriving outlet mall should feature not only shops but also dining options and community activities. At present, the 300,000 square foot mall and surrounding area have only one restaurant, which does not meet shoppers' expectations. This limited variety could impede consumer interest, foot traffic, and long-term success.


Mall Data Doesn't Look Promising Without Action


Outlet malls are encountering difficulties, with some undergoing closures and reduced occupancy rates, while others adjust to evolving consumer preferences. The growth of e-commerce and changing consumer habits are major influences affecting the outlet mall industry. Tulsa Premium Outlets continues to operate with regular hours and remains robust, other malls, such as the one in Primm, Nevada, have seen substantial declines and even foreclosure. The outlet mall in Primm, Nevada, formerly known as the Fashion Outlets of Las Vegas, is mostly deserted. It has suffered considerable tenant loss and foreclosure, with only one or two stores remaining open in recent years.

With consumers increasingly looking for experiences and entertainment, they are venturing to different retail destinations outside of traditional malls. Consequently, it is essential for The City of Jenks to move swiftly to attract development around the mall.


Jenks Mayor Faces Recruitment Challenge


Although the Jenks Mayor has been aware of the Outlet Mall's arrival for years, he has faced difficulties in attracting tenants. This is worrisome, particularly since hundreds of acres remain available for sale and undeveloped, with no new projects initiated after a full year since the mall's opening. Despite the city allocating over $200,000 annually to the Jenks Chamber of Commerce for economic development, there seems to be a lack of effective action to draw well-known brands or unique experiences.


It is reasonable to believe that Mayor Box has been concentrating on swiftly acquiring a high-end, multi-million dollar ranch for the City of Jenks. He is currently contemplating converting this taxpayer-funded ranch, spanning over 25 acres into an event center that would generate income for the City of Jenks to cover expenses. However, if the outlet mall does not succeed, Jenks' economic stability could face serious challenges, making it vital to secure a return on the $100 million taxpayer investment. Recent reports suggest that local business revenue might drop significantly if the mall is not fully utilized.
